Which bank provides a credit card against any bank's fixed deposit?

Banks give CC against own FD & not against other bank's FD.Coz they put a lien it becomes secured credit.The day you surrender your CC is the day you can get back your FD.till that date it will be renewed every year or term decided. ICICI & Axis Bank give these type of CC against it so.
